PROBLEM TO BE SOLVED: To guarantee output performance, and to sufficiently secure torque linearity, in a constitution for controlling the cylinder intake air volume, by mainly controlling an operation characteristic of an intake valve. SOLUTION: The target intake air volume corresponding to target torque of an engine is calculated. While controlling the operation characteristic of the intake valve on the basis of the calculated target intake air volume, the actual intake air volume is calculated on the basis of the operation characteristic of the intake valve, and a throttle valve is controlled on the basis of the calculated actual intake air volume and the target intake air volume. When requiring the whole load operation (the time t1), the operation characteristic of the intake valve is controlled to the whole load operation characteristic preset as the operation characteristic to be set in the whole load operation, and the throttle valve is controlled for fully opening after the operation characteristic of the intake valve becomes a high load operation characteristic.
