PROBLEM TO BE SOLVED: To provide an effective and less adverse reaction therapeutic agent of diseases such as inflammatory diseases and cancers by inhibition of abnormal formation of hyaluronic acid (HA) matrix, infiltration of inflammatory cells such as macrophage and/or monocytes and metastasis of cancer cells. SOLUTION: The hyaluronic acid (HA) matrix formation inhibitor contains heparan sulfate and/or a low molecular weight heparin as effective ingredient(s). The hyaluronic acid (HA) matrix formation inhibitor also contains a heparan sulfate having following properties of (1): having average 0.5-1.3 molecules of sulfate group for a disaccharide and (2): APTT activity of at most 170%, or having following properties of (4): having average 2.0-2.5 molecules of sulfate group for a disaccharide and (5): APTT activity of at most 160%.
