An audio signal encoding method, a program thereof, a program recording medium, and an audio signal encoding device are provided to reduce expenses when encoding an audio signal on the basis of a psychological hearing analysis. An audio signal encoding method includes a step of computing an evaluation standard for assigning a bit, per each sub band signal on the basis of a psychological hearing analysis(SP43), a step of classifying the evaluation standard(SP45), and a step of assigning the bit to the plural sub band signals by repeating a bit assigning step, an evaluation standard re-computing step, and a re-classifying step. In the bit assigning step, one sub band signal is selected from the plural sub band signals and the bit is assigned to the selected sub band signal. In the evaluation standard re-computing step, an evaluation standard of the sub band signal with the assigned bit is re-computed. In the re-classifying step, the re-computed evaluation standard is applied to the sub band signal. The evaluation standard is classified by changing a partial change of an arrangement for a classifying result used to assign the bit.
