<P>PROBLEM TO BE SOLVED: To stabilize fixability by preventing the fixing temperature of a paper passing part from lowering in a continuous paper passing, particularily in a continuous paper passing of small size paper. <P>SOLUTION: After a motor for rotating a heat roller 61 is stopped, the stop time of the motor until it is driven again is measured by a timer 33. According to the stop time, a fixing control means 32 sets a fixing temperature. A plurality of threshold stop times are set for setting the fixing temperature. According to the result of a comparison between the threshold stop times and the actual stop time, the fixing temperature is set.
