<P>PROBLEM TO BE SOLVED: To provide a working time calculation method allowing calculation of a working time of a staffer in each business department on the basis of an action history adapted to an actual situation as thoroughly as possible. <P>SOLUTION: When a user dr01 enters a consultation room A101, a working time from the room entrance to access to an electronic medical chart is counted as a unit working time of a medical care department 01 associated to the consultaiton room A101. When the user dr01 accesses the electronic medical chart as a doctor of the same medical care department 01, an access period is also counted as the unit working time of the medical care department 01.
