<p><P>PROBLEM TO BE SOLVED: To ensure sufficient error resilience even if vanishment occurs in packet units, and to perform high-quality streaming. <P>SOLUTION: A hierarchy decision section 151 decides a hierarchy corresponding to each importance and vulnerability to control information, video information, and related information. Buffers 152-1 to 152-n store first to n-th priority data temporarily for outputting to an RPS encoding section 153 successively. The RPS encoding section 153 performs RPS encoding for calculating exclusive OR by combining data each other by code length corresponding to the hierarchy of the data and the degree of redundancy, and generates first to n-th priority encoding packets. RPS buffers 154-1 to 154-n store the first to n-th priority encoding packets temporarily for outputting to a hierarchy multiplexing section 155 successively.
