PROBLEM TO BE SOLVED: To provide an aqueous blocked polyisocyanate composition that attains the water- and oil-repellent effect having excellent washing durability by treating a synthetic fiber, a natural fiber and their mixed fibers with use of the composition in combination with a fluorine-based water- and oil-repellent agent and is environmentally friendly free from the generation of formalin from the treated fiber. SOLUTION: The aqueous blocked polyisocyanate composition has a structure that there are a plurality of branches in a molecular skeleton and a plurality of blocked isocyanate groups and hydroxyl groups at molecular ends; and when treating various kinds of fibers, it is capable of forming a fine and three-dimensional network structure on a fiber surface by the reaction of a fiber with an active hydrogen of a fluorine-based water- and oil-repellent agent and the reaction between blocked isocyanate molecules (the reaction of an isocyanate group in one blocked isocyanate molecule and a hydroxyl group of another blocked isocyanate molecule).
