PROBLEM TO BE SOLVED: To provide a program management system and a program management method capable of positively managing programs by facilitating reinstalling of the programs. SOLUTION: The program management system and program management method is composed of one or more terminals 2 and a management server 3, a particular program is provided with a function of acquiring identification information such as a MAC address for identifying the terminal 2 in which one is installed on the Internet, and a function of sending the identification information, status information indicating that the particular program itself has been installed, and version information of the program as needed to the management server 3. In the management server 3, the identification information received with the status information is compared with identification registered beforehand in a database, if the identification information is not registered, the identification information is newly registered in the database, and if it is already registered, a function registered in coordination with the identification information is specified, and a permission key for allowing use of the function is sent to the terminal 2.
