PROBLEM TO BE SOLVED: To provide a motion detector precluding the possibility of erroneous decision, due to changes in the luminance of an image that is an imaging object or the amount of irradiated light or the like. SOLUTION: The motion detector comprises a color system signal mixing means for outputting an image signal, of which the primary color system signal or a complementary color system signal outputted from an image pickup camera are mixed at the ratio, of which the mixing ratio of a signal of a specified color is set to be high, according to a state of a color of an image pickup object; difference data, generating means (3a, 3b) for obtaining difference data, corresponding to a difference between video signal levels related to predetermined both unit regions that have a relationship of proximity or adjacency from an image signal provided from the color system signal mixing means; detection means (5) for generating the detection output, when the slope of a video signal related to the unit region becomes reverse, based on a comparison value of the difference data at both time points with a fixed time interval; and decision means 6 for obtaining a decision output representing the motion of the imaging object related to the video signal, based on an output of the detection means.
