A composition is provided to be effective for scalp diseases, prevent hair loss and promote hair growth by mixing Zanthoxylum piperitum with Angelicae Gigantis Radix, red ginseng, seaweed, and Glycyrrhiza uralensis, thereby being applied as a shampoo composition. A composition for preventing hair loss and promoting hair growth comprises 100 parts by weight of purified water, 5-20 parts by weight of Zanthoxylum piperitum, 2-4 parts by weight of Angelicae Gigantis Radix, 1-2 parts by weight of red ginseng, 1-2 parts by weight of seaweed, and 1-2 parts by weight of Glycyrrhiza uralensis. The shampoo composition comprises 5-30 wt.% of the composition for preventing hair loss and promoting hair growth and 95-70 wt.% of a conventional shampoo composition.
