A terminal and a method for applying for an unmanned public certification service are provided to offer a safe cyber environment by precisely authenticating a user through fingerprint recognition and enabling the user to apply for the public certificate service personally irrespective of time/place. An unmanned application terminal(10) is connected to the network, and authenticates a user by reading a resident registration card received from the user, scanning fingerprint of the user, and comparing the fingerprint of the resident registration card with the scanned fingerprint. The application terminal performs application writing and transfers public certification service application information to a public certification server(20). The public certification server processes a public certification application received from the application terminal. The application terminal includes a touch screen, a resident registration card inlet, a resident registration card scanner, a smart card reader for processing an electronic resident registration card, a fingerprint scanner, and a CPU.
