PROBLEM TO BE SOLVED: To provide a polymer electrolyte fuel cell and a fuel cell system which are practical and durable and have a high battery performance.

SOLUTION: The polymer electrolyte fuel cell and the fuel cell system using it are provided with a membrane electrode assembly in which electrodes comprising a catalyst layer and a diffusion layer are bonded on both surfaces of a solid polymer electrolyte membrane. As the diffusion layer includes an additive and the additive includes at least a sacrificial agent having functions to stable the peroxide or eliminating the peroxide radical by reacting to peroxide or peroxide radical by itself.
