PROBLEM TO BE SOLVED: To view a video indicated by the TS signal of an H.264 system by a plurality of televisions 300 without arranging a device in each television 300, which performs conversion into the TS signal of an MPEG-2 system to be decoded by the TV 300.

SOLUTION: A LAN interface receives the TS signal via the Internet 600 which is obtained by encoding the video by the H.264 system. An H.264/MPEG-2 transcoder converts the TS signal into the TS signal of the MPEG-2 system to be decoded by the TV 300. A terrestrial modulator modulates the TS signal to be a signal for broadcasting of a channel where the broadcasting of the TS signal is on the air or a free channel. A transmitter transmits the signal for broadcasting to the plurality of televisions 300.
