PROBLEM TO BE SOLVED: To provide a router unit and the like which appropriately switches a communication flow between an opposite-side unit and a mobile terminal.

SOLUTION: A router unit 10b acquires a network prefix allocated to a router unit 10a and registers binding updating containing that network prefix in an administrative server 18. The router unit 10b then sets a priority of the network prefix to "low", sets a priority of its own network prefix to "high" and transmits a router advertisement containing network prefixes of respective priorities onto a local network 1.
