<p><P>PROBLEM TO BE SOLVED: To provide a system for switching an active device and a standby device connected to an IP transmission line in which the active device and the standby device are switched in a short period of time and during switching, an IP packet is neither lost nor duplexed. <P>SOLUTION: When transmitting an IP packet to an active device 30 or a standby device 40, a counter device 10 imparts a multicast MAC address and a multicast IP address to an IP header and imparts a sequence number for IP packet identification to a payload.
