PROBLEM TO BE SOLVED: To provide a primer composition which has good adhesiveness even to a water-proof layer containing asphalt degraded by exposure with sunlight such as ultraviolet lays, is capable of retaining good adhesiveness even when being exposed with sunlight such as ultraviolet lays (having good weather resistance), and has the same or higher level of adhesiveness to metallic materials etc. and handleability at working in comparison with a conventional primer. SOLUTION: The primer composition contains (a) an acrylic emulsion including an acrylic polymer, and (b) a silane compound, where the silane compound is contained by 0.4-20.0 pts.mass on the basis of 100 pts.mass of the acrylic polymer.
