<P>PROBLEM TO BE SOLVED: To provide a cover attaching apparatus which makes it easier to roll two or more sutures attached to a needle on a high speed into an outer circumferential channel of a tray for packaging the needle and an attached thread. <P>SOLUTION: A nearly flat suture tray loaded with a number of needles and sutures extending from them secures suitable attachment and positioning by a position adjustment structure, and is mounted on a rotatable platform. A winding device sets up an operating structure which rotates a suture tray about an axis line perpendicular to a tabular planar surface, bundles a number of extending sutures, winds them, and can keep them in a channel formed along the outer circumference of the tray. The winding section of the device sets up a cam controlled protrusion and suture guide structure. During rotation of the tray on the platform on which a package is supported for rotation, the protrusion engages successive elastic fingers on the tray covering the channel.
