<p><P>PROBLEM TO BE SOLVED: To transmit various QoS data efficiently by radio by multiplexing packets having the same QoS requirements in the upper layer of a protocol layer. <P>SOLUTION: A host station for transmitting a received packet to a mobile station via a base station has: a quality information extractor 113 for extracting quality information from the received packet; and a multiplex 115 for performing multiplexing by mapping the received packet to bearer service for each extracted quality information. A quality information management table 117 allows the header information of the packet to correspond to the bearer service to be assigned for each mobile station, and may be provided for each mobile station.
