An image encoding and decoding method and an apparatus therefor are provided to compress an image quickly although many color components of the image to be compressed exist. An image reconfiguring unit(210) generates slices which are images of color components of an image to be encoded. A parallel encoding unit(220) independently encodes the slices in parallel, and encodes the image. The slices are spatially or temporally classified. The image reconfiguring unit changes the image of an YCbCr color space to an image of an RGB color space, and generates the slices.
