<P>PROBLEM TO BE SOLVED: To provide a purchasing system for an elusion preventing agent by which a minimum necessary quantity of elusion preventing agent can be purchased at the lowest cost. <P>SOLUTION: A purchasing terminal CPU96 of a purchasing terminal 3 composing the purchasing system for the elusion preventing agent 1, calculates purchase price for the elusion preventing agent for a plurality of primary distributers of agents preventing elusion 5A, 5B and 5C based on ash content in coal data, metal concentration in coal data, elusion preventing agent purity data, coal purchasing amount data and elusion preventing agent cost per unit data.
