PROBLEM TO BE SOLVED: To provide a flame retardant which can be simply produced, contains no reactive halogen and has very little halogen content. SOLUTION: The phosphorus-containing mixture contains compounds expressed by formula (I): RO-PO(A)-CH<SB>2</SB>-CH<SB>2</SB>-CO<SB>2</SB>H and formula (II): HO-PO(A)-CH<SB>2</SB>-CH<SB>2</SB>-CO<SB>2</SB>R, [wherein A expresses a 1-18C alkyl, a 6-18C alkylaryl, a 6-18C aralkyl or aryl; R expresses (D, E)C=C(B, R<SP>5</SP>) or H; B, D and E are the same or different and express each H or a 1-18C alkyl; R<SP>5</SP>expresses a 1-20 C alkylene].
