PROBLEM TO BE SOLVED: To provide a base station, and a user equipment and a method for improving a system capacity in an uplink radio access of the single carrier system. SOLUTION: The mobile communication system adopts the single carrier system for uplinking. Each of the base stations used in the mobile communication system includes: a means for making communication with the user equipment using all or parts of a system frequency band; a storage means for storing the correspondence relation between a radio parameter, including an uplink bandwidth, a modulation system and a channel coding rate and a filter parameter, including at least a roll-off rate of a band limit filter; and a determining means for determining the radio parameter and the filter parameter by each user equipment on the basis of the correspondence relation, depending on the channel state of the uplink.
