An apparatus and a method for manufacturing a cable laid grommet are provided to reduce raw materials and improve productivity by manufacturing products of various sizes with one apparatus. An apparatus for manufacturing a cable laid grommet includes a source wire supplying apparatus(100), a size adjusting apparatus(200) and inclined transferring apparatuses(300,300'). The source wire supplying apparatus(100) consists of a bobbin clamp(101) which fixes a bobbin(1) around which a source wire(10) is wound, and a rotation driving device which rotates the bobbin clamp(102). The size adjusting apparatus(200) consists of a cylinder(201) whose length is adjustable, and roller guides(203,203') which guide the source wire(10) provided from the source wire supplying apparatus(100), and forms a frame to manufacture the grommet. The inclined transferring apparatuses(300,300') are placed at both sides of the size adjusting apparatus(200), and consist of a pair of inclined rollers(301) which have inclined surfaces to move the source wire(10) moving along the roller guides(203,203') of the size adjusting apparatus(200) and the source wire(10) provided from the source wire supplying apparatus(100), a driving device which rotates the pair of inclined rollers(301), and a pressing roller(304) which attaches the source wire(10) to the inclined roller(301) to move and twist the source wire(10).
