<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition which can provide an ion-conductive electrolyte which expresses a high ionic conductivity and improves the cycle characteristics, an ion-conductive electrolyte having a high ionic conductivity and excellent in the cycle characteristics in a secondary battery, and to provide a secondary battery using it. <P>SOLUTION: The electrolyte composition contains a lithium salt and a compound which consists of an anion having a polymerizable functional group and a cation not having a polymerizable functional group. The anion consists of an organic anion, and the cation consists of an ammonium cation. The electrolyte composition contains a salt monomer comprising an ammonium cation having a polymerizable functional group and an organic anion having a polymerizable functional group. The ion-conductive electrolyte obtained using the electrolyte composition is provided.
