<P>PROBLEM TO BE SOLVED: To provide a fuel cell system and a fuel cell operation method capable of appropriately operating a fuel cell while warming the fuel cell when the fuel cell is warmed up. <P>SOLUTION: This fuel cell system 1 or 2 is provided with the fuel cell 10, a combustion heater 56 for warming it up, and a means 62 for detecting the condition of the fuel cell. When it is determined from the condition of the fuel cell that the fuel cell is in a predetermined condition, the combustion heater is operated by a predetermined extent. Then, warm-up efficiency can be enhanced by operating the combustion heater nearly at the upper limit of its capability.
