PROBLEM TO BE SOLVED: To provide a voice recognition technique capable of suppressing deterioration of a recognition performance without updating a voice recognition dictionary. SOLUTION: For voice recognition concerning a telephone number, both of a telephone number dictionary 312a which is a dictionary corresponding to actually existing numbers as those of fixed telephone apparatuses and a digit string dictionary 312b which is number free and digit free are used. If only the telephone number dictionary 312a of which the recognition rate is relatively high is used, the voice recognition dictionary has to be updated every time an area code, a local office number, and the like are changed. Further, if cellular phone numbers or the like are also made recognizable, the voice recognition dictionary has to be updated frequently in order to make the frequently added or changed numbers recognizable. Such an update operation is very troublesome. However, since voice recognition using the digit string dictionary 312b can be carried out, the update operation is unnecessary.
