PROBLEM TO BE SOLVED: To provide an ion generating element capable of obtaining a long life and the stabilization of an electric discharge state. SOLUTION: The ion generating element is equipped with a dielectric substrate 3, a discharge electrode 4 formed on the surface of the dielectric substrate 3, a dielectric electrode 5 formed in the dielectric substrate 3 and arranged nearly in parallel to the discharge electrode 4, and a protection layer 8 formed on the dielectric substrate 3 for covering the discharge electrode 4. The thickness of the protection layer 8 at a discharging part (the tip of a sharp point part) of the discharge electrode 4 is smaller than that of the protection layer 8 at a non-discharging part of the discharge electrode 4 and opposing the dielectric electrode 5.
