PROBLEM TO BE SOLVED: To provide a monitoring system which easily secures spaces for installing video cameras on a school route, quickly responds to the mischief or damage to video cameras, and ensures power sources of video cameras at low cost. SOLUTION: A monitoring device 5, in which a video camera is accommodated, is installed on a vending machine 3, and then QR-code printed matter is pasted on the rear side of the cover of the housing. A patrol operator views the image of the video camera of the monitoring device 5, checks the operational state of the video camera, and transmits, for reporting, the result of the check to a mail address (management server 29) obtained by reading codes.
