PROBLEM TO BE SOLVED: To provide an oil in water emulsion whitely turbid skin cosmetic imparting skin coolness and astringency of a face lotion, moisture retaining and softening effect of an emulsion with one agent, and excellent in stability despite of low viscosity. SOLUTION: The oil in water emulsion whitely turbid skin cosmetic includes an oil (A) of liquid at ambient temperature having viscosity at 25°C of not greater than 100 mPa. s, a hydrogenated phospholipid (B), at least one nonionic surfactant (C) having an HLB of 9-16 selected from the group consisting of nonionic surfactants having a sterol structure, an alkylether structure and a sorbitan fatty acid ester structure, 1,3-butylene glycol (D), and water (E), wherein the average particle size of the emulsion droplets is 100-500 nm.
