PROBLEM TO BE SOLVED: To obtain an oral medicine having a water-soluble medicine containing medicine-containing layer and a water-swellable gel-forming layer, which prevents delay of elution of the water-soluble medicine from the oral medicine. SOLUTION: In the oral medicine having a water-soluble medicine containing medicine-containing layer and a water-swellable gel-forming layer, the ratio of the total amount of the water-swellable gel-forming layer contained in the oral medicine is 5-15 mass%.
