A surge protecting device is provided to rapidly absorb a surge voltage by reducing a noise from a varistor and increasing a response speed of an arrester. A surge protecting device includes a transmission line, which has a first line and a second line. The first line includes a first input terminal(L1) and a first output terminal(L1'). The second line includes a second input terminal(L2) and a second output terminal(L2'). Multi-staged surge protectors are parallel-coupled between the first and second lines from the first and second input terminals to the first and second output terminals. A first stage surge protector includes an arrester of which connection terminals are connected to the first and second input terminals. A ground terminal of the arrester is grounded. Impedance, which delays a surge from the first stage surge protector, is implemented on the transmission lines.
