<P>PROBLEM TO BE SOLVED: To flexibly change a wavelength allocation in a wavelength division multiplexing transmission system. <P>SOLUTION: A wavelength allocation section allocates wavelengths used in a wavelength division multiplexing system to signals on circuits among each terminal device and a wavelength division multiplexing transmitter by forming connections among each signal input-output section and each wavelength transmitting-receiving section. A wavelength control unit monitors the states of at least the signal input-output sections and the wavelength transmitter-receiver, and carries out a control forming the connections among each signal input-output section and each wavelength transmitter-receiver to a wavelength division on the basis of the result of the monitor.
