PROBLEM TO BE SOLVED: To provide a permanent magnet synchronous motor/generator in which counter electromotive voltage can be reduced during high rotary operation. SOLUTION: In the permanent magnet synchronous motor/generator (20), the stator (23) has a double structure of concentric and circular inner stator (30) and outer stator (31) wherein slots (32) are formed in the inner circumferential surface of the outer stator while spaced apart equally in the circumferential direction and the armature winding (33) is placed in the slot. Furthermore, through holes (34) penetrating the inner and outer circumferential surfaces of the inner stator are formed in the inner stator at an interval substantially equal to that of the slots, and the outer rotor and the inner stator are arranged to rotate relatively in the circumferential direction of the rotating shaft. When the outer stator and the inner stator are rotated relatively in the circumferential direction of the rotating shaft, the passage area of flux between the rotor and the stator can be varied and the amount of flux linkage can be reduced by decreasing the passage area of flux in case of such a number of revolutions as possibly causing the problem of counter electromotive voltage.
