PROBLEM TO BE SOLVED: To solve problems wherein there are few cases of foundation ground measurement of wooden houses, because it is interpreted in the Building Standards Law that survey, construction of foundation piles, and the like are performed in an owner's responsibility in regard to ground handling prior to a law concerning promotion of quality assurance of houses, although the law is now applied as a foundation flaw if differential settlement occurs due to the design and construction of a foundation with no consideration given to the condition of the ground without carrying out the ground survey of a house when newly built, in a special case of flaw warranty of a contractor of new building construction provided for by the 87th article of the law. SOLUTION: Construction of a reinforced concrete foundation by designing a foundation corresponding to a survey result after making an appropriate survey of foundation conditions even if a house is already built, dismantling the foundation of an existing disqualified house and then carrying out driving of foundation piles, installation of drawing hardware corresponding to a new sill and columns of new earthquake-resisting walls and installation of a ventilation opening is basic conditions of reconstruction into a building of an earthquake resisting grade 3 (a level not causing collapse, break-down or damage against a force 1.5 times as large as the force of an earthquake which occurs once in several hundred years).
