<p><P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device removing particulate and performing all processing without depending on a filter. <P>SOLUTION: This exhaust emission control device is provided with a first exhaust passage 1 which serves also as a ground electrode and into which exhaust gas G is fed from an engine, a charging electrode 2 arranged in the first exhaust passage 1, a first power supply 3 charging particulate by applying negative polarity DC high voltage between the first exhaust passage 1 and the charging electrode 2, a second exhaust passage 4 which serves also as a ground electrode and is connected to the downstream side of the first exhaust passage 1, a dielectric 5 which covers the inner side of the second exhaust passage 4 and collects particulate, processing electrodes 6, 7 provided on the surface of the dielectric 5, a second power supply 8 burning particulate by applying positive polarity AC high voltage between the second exhaust passage 4 and the processing electrodes 6, 7, and a third exhaust passage 9 sending exhaust gas G from the second exhaust passage 4.
