<p><P>PROBLEM TO BE SOLVED: To provide a ticket issuing system capable of issuing a plurality of tickets based on information on one ticket. <P>SOLUTION: The ticket issuing system 1 includes a ticket server 120, a user terminal 300 and a ticket authentication terminal 400. The ticket server 120 has a ticket information storage part 127 for storing information about a plurality of tickets and a piece of ticket link information in association; a code generating part 126 for generating ticket information codes including the ticket link information; and a ticket issuing process part 125 for receiving the ticket information codes from the ticket authentication terminal 400 and sending a plurality of pieces of ticket information associated with the ticket information codes. The user terminal 300 has a code receiving part 301 for receiving the ticket information codes from the ticket server 120.
