PROBLEM TO BE SOLVED: To provide a method of manufacturing a complex conductive sheet easy to handle in itself with a rigid conductor capable of moving in thickness direction of an insulating sheet without fear of falling off the insulating sheet. SOLUTION: The method comprises a first mold arrangement process of arranging a lower mold 44 for header processing with given recessed parts 42 formed at an underside of an insulating sheet with given through-holes 11H formed, a small-gage metal wire insertion process of inserting small-gage metal wires 99 later to be rigid conductors into the through-holes 11H of the insulating sheet 11 arranged at the first mold arrangement process, a second mold arrangement process of arranging an upper mold 48 for header processing at upper tip sides of the metal wires 99 inserted into the through-holes 11H of the insulating sheet 11, and a header fabricating forging process of carrying out forging treatment on either end of each metal wire 99 arranged between the upper mold 48 for the header processing and the lower mold 44 for the header processing and providing a terminal part 12b equipped with the end face with a larger diameter than the through-hole 11H at either end of a linear part of each metal wire 99.
