PROBLEM TO BE SOLVED: To solve the problems, wherein in the case of interferometry SARs by two satellites, there are cases, where interference can not be obtained and the altitude of the Earth's surface cannot be extracted, or desired altitude measurement accuracy cannot be obtained. SOLUTION: Baseline lengths are calculated from data on the orbits of a plurality of satellites inputted to a data input section 1, and baselines shorter than an interference obtainable limit (critical baseline length) are extracted in a baseline determining section 2. A baseline at which an altitude error becomes the smallest is selected from among the extracted baselines. By performing interferometry processing using orbit data and image data of two satellites which form the selected baseline, high-accuracy measurement of the altitude of measure points becomes possible.
