PROBLEM TO BE SOLVED: To appropriately regulate flow rate of fluid by inhibiting a channel providing resistance in flow of fluid from being clogged by foreign matter. SOLUTION: A cutout groove 12 is provided on a projection end part 10C of a second tubular projection 10 constructing a valve element 7, and resistance is provided on pressure oil flowing through the cutout groove 12 when the second tubular projection 10 is seated on a second valve seat 5B of a valve element storage part 5. Consequently, when pressure oil flows from a first flow path 3A to a second flow path 4A, the second tubular projection 10 is seated on the second valve seat 5B, and resistance is provided on pressure oil passing through the cutout part 12 to regulate flow rate thereof. On the other hand, when pressure oil flows from the second flow path 4A to the first flow path 3A, the second tubular projection 10 separates from the second valve seat 5B, and the cutout groove 12 is released to an inside of the valve element storage part 5 to remove foreign matter adhering on the cutout groove 12 by using pressure oil flowing in the valve element storage part 5.
