PROBLEM TO BE SOLVED: To provide a gelling agent which can gel silicone oils and can easily be handled, to provide a gelly composition which has excellent thermal stability and excellent temporal stability, has a thixotropic rheology characteristic, and can easily be compounded with cosmetics, and to provide a cosmetic. SOLUTION: This gelling agent comprising a silicone compound represented by an average unit formula : R<SP>1</SP><SB>a</SB>R<SP>2</SP><SB>b</SB>R<SP>3</SP><SB>c</SB>SiO<SB>(4-a-b-c)/2</SB>(1) äR<SP>1</SP>is a monovalent hydrocarbon group or a monovalent substituted hydrocarbon group; R<SP>2</SP>is a polyoxyalkylene group represented by the general formula : -R<SP>4</SP>-O-(C<SB>2</SB>H<SB>4</SB>O)<SB>d</SB>(C<SB>3</SB>H<SB>6</SB>O)<SB>e</SB>R<SP>5</SP>(2); R<SP>3</SP>is an organic group having a carbinol group represented by the general formula : -R<SP>4</SP>-O-C<SB>f</SB>(CH<SB>2</SB>OH)<SB>g</SB>H<SB>i</SB>(OH)<SB>h</SB>(3) [R<SP>4</SP>is an alkylene; (f), (g), (h) and (i) satisfy the relations: 1≤(f)≤10, 1≤(g), ((g)+(i)+(h))=2(f)+1]; (a), (b) and (c) are 1.0≤(a)≤2.5, 0.0009≤(b)≤0.5, and 0.0009≤(c)≤0.5, respectively, but (c)≤(b)}.
