PROBLEM TO BE SOLVED: To provide a composite sleeper and a method of forming the composite sleeper considerably improvable in pull-out resistance by increasing vertical compressive strength around an embedded plug and omitting cutting work, bonding work, and the like after formation. SOLUTION: In the composite sleeper using the embedded plug, and the method of forming the composite sleeper, the embedded plug has a shaft part provided with an internal thread part at the axis of a bar member and blocked at the lower face; a plate-like collar stuck slightly above the lower end of the bar member; and a vertical glass fiber bundle of predetermined length formed by impregnating glass fiber filaments in binder resin beforehand and curing them by heating. The vertical glass fiber bundle is erected in an axis direction surrounding the outer periphery of the bar member, with the lower end stuck to the upper face of the collar. A horizontal glass fiber bundle in a longitudinal direction formed of glass fiber filaments longer than the vertical glass fiber bundle is used as reinforcing fiber, and hard urethan foam is used as base material resin to form a sleeper body of rectangular shape.
