A temperature controller of an electric heating mat is provided to reduce a power consumption of the electric heating mat by using a DC voltage rather than an AC voltage. A power supply(110) generates a 5V DC voltage. An adjusting switch(120) outputs a power on signal, a temperature adjusting signal and a negative ion adjusting signal. A sensor(130) detects a variation of the temperature adjusting signal and the negative ion adjusting signal. A display unit(140) displays a current set temperature or a current set negative ion level. A microcomputer(150) applies the temperature adjusting signal and the negative ion adjusting signal to the sensor and outputs a heating signal and a negative ion generating signal. An SCR(Silicon Controlled Rectifier)(160) full-rectifiers an AC voltage between 85 and 260V into a DC voltage between 85 and 260V according to the heating signal. An output unit(170) smoothens the DC input voltage and outputs the result to various heating devices. A high voltage generator(180) outputs first and second DC high voltages having different negative voltages according to the negative ion generating signal from the microcomputer. A negative ion generator(190) generates negative ions using a plasma discharge from plural electrode plates, which are coupled with first and second DC high voltage output terminals, respectively.
