A server for managing slips with a smart card or an IC card is provided to prevent copy and forgery/alteration of the slips for the smart card, completely block improper network access, and secure a slip approval, storing, and circulating process of the slips by providing the safest and most reliable slip system. A public key obtainer obtains a public key of the user. An encoder encodes the slip to be provided to the user by using the obtained public key. A transmitter transmits the encoded slip to be stored to the smart card(100) of the user through the network. A tool transmits the slip stored to the smart card to a slip management agency server. An electronic signature of the slip management agency server is attached to the slip. |
