A fusion protein of growth receptor factor bound protein 7(Grb7) is provided to increase cell penetration ability of the Grb7, so that atopic dermatitis is effectively treated, and skin cell and tissue are protected from atopic dermatitis. A cell-transducing fusion protein of growth receptor factor bound protein 7(Grb7) is produced by covalently binding PEP-1 protein-transducing domain to one terminal of the Grb7 and has the amino acid sequence of SEQ ID NO:7. An external skin composition for treating atopic dermatitis comprises the cell-transducing fusion protein of the Grb7 and pharmaceutically acceptable carriers.
