An IC and a signal processing device using the same are provided to reduce power consumption of the IC by properly controlling supplied power voltage according to a supply situation of external power. A power voltage monitor(270) determines whether the first power voltage is received or not by monitoring a level of the first power voltage supplied from the external power. A clock selector(290) receives a first clock of a first frequency and a second clock of a second frequency lower than the first frequency, selects the first clock if the first power voltage is detected in the power voltage monitor, and selects the second clock if the first power voltage is not detected. A processor(210) is operated by receiving the first or second clock from the clock selector, and controls operation of an ASIC(Application Specific IC)(200).
