A handheld device that allows a user to utilise an electric fence line as a transmission line for communication with, for example, an electric fence energiser, is disclosed. The device includes an electronic communication device located within a housing (1), a conductive layer (6) electrically connected to the communication device, and a dielectric layer (7) situated on an external surface of the conductive layer. In use, the conductive layer and dielectric layer capacitively couple the communication device to a user holding the device. The handheld device does not need a separate earth probe and still protects the user from electric shock.
