A system for providing a voice portal service by using a telephone and a method thereof are provided to allow the alienated class to have access to a web site easily by using the telephone, and use information and allow a company operating the web site to satisfy a telephone call center system. A system for providing a voice portal service by using a telephone comprises the followings: a central control server(100) which attempts connection with the Internet after user authentication through a user's voice or a telephone button if the user is connected to itself by making a call, and connects with a predetermined web site, and provides the voice portal service by analyzing HTTP(Hyper Text Transfer Protocol), and converting the HTTP information into information in a CTI(Computer Telephony Integration) environment so that the user can use all the Internet through a telephone network; a DB(Database)(200) which is linked with the central control server to manage user admission information, user setting information, user interface information, web connection, analysis-related data, and voice output data.
