PROBLEM TO BE SOLVED: To provide an image forming apparatus, capable of improving the fluidity (releasability) of the toner applied to a photoreceptor, the transfer performance for transferring a developed electrostatic latent image on the surface of the photoreceptor, and the cleaning performance of a cleaning section, and is capable of preventing cleaning toner from stagnation. SOLUTION: The image forming unit 10 comprises a photoreceptor 11, a developing roller 12, a main charger 13 and the cleaning section 15. After the transfer (primary transfer) of an electrostatic latent image, the cleaning section 15 cleans the surface of the photoreceptor 11 and removes and recovers residual toner on the surface. The cleaning section 15 includes a cleaning roller 16, a cleaning blade 17, a cleaner implement 18, and a control agent supply part 19 for supplying toner control agent that controls the characteristic of toner.
