<P>PROBLEM TO BE SOLVED: To provide an optical information recording and reproducing apparatus capable of accurately focusing a recording layer regardless of the thickness irregularities of the cover layer and intermediate layer, etc., of an optical disk thereby accurately recording or reproducing information. <P>SOLUTION: In an apparatus utilizing a near field effect by an objective lens 10 and an SIL 11, other than gap servo based on gap error signals, focus servo is performed on the basis of focus error signals. At the time, a sequence is controlled so as to perform the gap servo, then perform the focus servo and record or reproduce the information thereafter.
