<p><P>PROBLEM TO BE SOLVED: To provide a route controller capable of determining a route for transmission from the center side based on a line status at the base side, and performing efficient line usage corresponding to a line capacity or a service type. <P>SOLUTION: A center router 100 provided at the center side of carriers A and B of a carrier redundant structure comprises a control means. At the time of data reception from a base host 102 to a center host, the control means creates a new entry for associating the carrier B selected by a base router 101 arranged at the base side with an IP address of the base host 102 on a load distribution table.
